James Thomas Kolbe was an American politician who served as a Republican member of the United States House of Representatives from Arizona. He represented Arizona's 5th congressional district from 1985 to 2003 and the 8th district from 2003 until his retirement in 2007. A moderate Republican, Kolbe was a prominent advocate for free trade, immigration reform, and was known for his work on the Appropriations Committee. After leaving Congress, he remained active in public policy as a senior fellow for the German Marshall Fund and advised various international organizations.
