Roger Quarles Mills was a prominent American politician and a Confederate States Army officer during the American Civil War. Representing Texas, he served in the United States House of Representatives from 1873 to 1892, where he became a leading advocate for tariff reform. He was the chairman of the powerful House Ways and Means Committee and the author of the Mills Bill of 1888, which sought to significantly reduce import duties. After his time in the House, Mills continued his political career as a United States Senator from Texas from 1892 to 1899.
