Frederick Carlyle 'Rick' Boucher is an American politician and lawyer who served as a U.S. Representative for Virginia's 9th congressional district. A member of the Democratic Party, he held the position for 14 terms, from 1983 until 2011. During his tenure, Boucher was a key figure in technology and internet policy, chairing the House Judiciary Subcommittee on Courts, the Internet, and Intellectual Property. After leaving Congress, he became a partner at the law firm Sidley Austin, specializing in government strategies and technology law.
