Owen Seymour Arthur was a Barbadian politician who served as the fifth Prime Minister of Barbados from 1994 to 2008. As leader of the Barbados Labour Party, he won three consecutive general elections, becoming the nation's longest-serving prime minister. An economist by profession, his administration focused on liberalizing the economy and was instrumental in advancing the CARICOM Single Market and Economy (CSME). After his premiership, he remained a respected elder statesman and academic figure in Caribbean public life until his passing.
